  • The mission of Ability Housing is to provide quality, affordable, community-inclusive housing for individuals and families experiencing or at risk of homelessness and adults with a disability. No other area nonprofit focuses on creating housing for the homeless or that is affordable to Extremely Low Income families. Nor does any other nonprofit provide affordable housing linked with individualized support services, a national best practice for ending homelessness for the hardest to serve.

  • Overview:
  • Ability Housing provides three distinct housing programs to the communities it serves: CASA, Villages and HousingLink. In addition, Ability Housing staff is actively involved in statewide advocacy efforts; successfully working to increase housing options available to Extremely Low-Income (ELI, earning 30% or less of the area median income), homeless and special needs households.
    CASA is a scattered-site single-family rental project serving adults with a disability. The homes are scattered throughout Duval County, in neighborhoods of the residents’ choosing. All residents are Low-Income; over 75% have an income of 30% or less of Area Median Income (AMI).
    The Villages Program addresses an urgent community need: permanent supportive housing (PSH) for homeless households. PSH is the linkage of affordable housing with wrap-around support services. It is the national best practice for reducing and ending homelessness, especially for persons who are considered to be the hardest to serve, the chronically homeless. The Villages Program consists of 195 units of permanent housing for homeless and at-risk persons with an additional 43 units in development and a 12-unit project in pre-development. The Villages Program is comprised of the following properties:
    • Mayfair Village Apartments is an 83-unit apartment community which was acquired and substantially rehabilitated utilizing Low Income Housing Tax Credit equity, a Tax Credit Exchange Program forgivable loan, a HOME Investment Partnership loan and a Homeless Housing Assistance Grant. Forty-two units are targeted to households earning 30% or less of the AMI; the remaining 41 units are targeted to households earning 50% or less of the AMI. In addition, forty-two units are reserved for homeless households.
    • Renaissance Village Apartments is a 52-unit apartment community which was acquired and substantially rehabilitated utilizing a Neighborhood Stabilization Program forgivable loan from the City of Jacksonville. All units are targeted to homeless and at-risk households earning 35% or less of AMI.
    • Oakland Terrace Apartments is a 60-unit, Section 8 HUD assisted property which was acquired and rehabilitated with Low Income Housing Tax Credit equity and a Capital Magnet Fund loan from Local Initiatives Support Corporation; the property also has two existing HUD restructuring loans that were assumed. All units are targeted to households earning 60% or less of AMI; 12 units are reserved for families experiencing homelessness with incomes of 30% AMI or less; all units give a preference to homeless households upon unit-turn.
    • Village on Wiley is a 43-unit permanent supportive housing project that is currently in construction. It is funded through a special grant from Florida Housing Finance Corporation. It will serve chronically homeless adults.
    • Cottage Avenue Apartments is an existing 12-unit distressed property. Ability Housing is in the pre-development process to acquire and rehabilitate the property. Upon completion, it will provide permanent housing for homeless veterans.
    HousingLink is a scattered site permanent supportive program whereby Ability Housing provides rental assistance to fifty-five formerly chronically homeless persons and their families. The housing is linked with voluntary support services. The program serves Duval and Nassau Counties and is funded by the U.S. Department of Housing and Urban Development (HUD).
    Ability Housing is also participating in a statewide pilot project, The Solution That Saves. The Solution That Saves will provide Florida-specific data of the cost effectiveness and efficacy or providing permanent supportive housing to high utilizers of crisis services. Ninety participants will be identified by area hospitals, services providers and the sheriff’s office. Each will be provided permanent supportive housing – through either the Villages or HousingLink programs. Health Tech Consultants, in partnership with Jacksonville University, will conduct an evaluation to determine the cost savings to publicly funded systems, comparing the public expenditures of pilot participants in the year prior to being housed compared to after they are housed. In addition, the quality of life and health impacts on pilot participants will be evaluated.
    The focus of each of Ability Housing’s programs is to improve the quality of life of the residents and the community in which they live. Ability Housing provides more than affordable housing. Ability Housing ends homelessness for families in crisis; improves residents' self-sufficiency and independent living skills; and provides cost savings and improved outcomes for publicly funded systems.
    Our CASA program consistently has a housing stability rate of over 95% while the properties in our Villages program have housing stability rates between 86% and 91%. In first full year (2014) of the HousingLink program the housing

  • History:
  • While incorporated in 1992, in actuality Ability Housing (AH) was ‘born’ in 2004. Following is timeline of the agency’s evolution from Grove House, Inc. into Ability Housing of Northeast Florida, Inc.
    1992: Grove House opens as a licensed group home providing housing and life skills training to 6 adults with developmental disabilities.
    1999: Grove House began the CASA Project. Through CASA the agency develops affordable housing for persons with developmental and acquired disabilities.
    2004: Grove House decided to separate the support service programs and the housing into separate, independent agencies; thus Ability Housing was born. AH was able to focus all of its efforts on the community inclusive housing needs of persons with disabilities.
    2006: AH was approached by the local homeless coalition and asked to develop housing so that persons receiving services from member agencies could have a place to live. The emergency shelter system was overloaded due to an inability to transition people from shelters to a permanent, affordable place to live.
    2007: AH elected a Doing Business As designation and adopted a new mission statement. The mission of AH is to provide quality community inclusive affordable housing for individuals and families at risk of homelessness and adults with disabilities. To fulfill this mission AH created the Village Program. Through the Villages Program, AH develops and operates quality, multi-family, rental properties. Also in 2007, the CASA program was further expanded with the construction of 8 homes specially designed for adults with disabilities.
    2008: AH purchased the first property of the Village Program. Mayfair Village Apartments a 83-unit apartment complex that was in need of substantial rehabilitation when purchased. Also in 2008, AH, in collaboration with the Jacksonville Housing Authority, developed HousingLink Jax, a tenant based rental assistance program designed to prevent homelessness.
    2009: AH purchased Renaissance Village Apartments, a 52-unit property to in need of rehabilitation.
    2011: Completed the substantial rehabilitation of Mayfair Village Apartments, providing 42 units of affordable, quality housing for homeless families and 41 units for other Very Low-Income families.
    2011: AH partnered with another local nonprofit, to develop the FUSE program. FUSE is a Housing Opportunities for People With AIDS Special Project of National Significance (SPNS). The project provides affordable housing and supportive services for 40 households headed by single mothers experiencing homelessness that are living with HIV/AIDS. Also in 2011: AH became the lead agency for 100 Homes Jacksonville, a local chapter of the national 100,000 Homes Campaign. The project intent is to identify and house 100 of the most medically vulnerable homeless persons living on the streets of Jacksonville and provide them with housing and support services.
    2012: Completed the substantial rehabilitation of Renaissance Village, providing 52 units of affordable housing for families experiencing or at risk of homelessness with incomes of 35% AMI or less.
    2012: AH was awarded a HUD grant to provide 8 units of supportive housing for persons experiencing long term homelessness.
    2012: AH was notified it had been awarded a funding for the purchase and rehabilitation of Oakland Terrace. The rehabilitation of the property began in April of 2013 and was completed in December of 2013 providing 60 units of affordable housing for families with 12 units set aside for families experiencing homelessness.
    2013: AH was awarded a HUD grant to provide 17 units of scattered site supportive housing in Nassau County for persons experiencing long term homelessness.
    2014: Currently AH is in the process of developing two new projects for homeless households. One is a 43 unit new construction project located in Duval County. The second project is a 12 unit rehab project located in Duval County. AH was awarded a HUD grant to provide 38 units of scattered site supportive housing for persons experiencing long term homelessness.
