General

  • Mission:
  • Places and Programs for Children, Inc. (doing business as Children's Harbor) pursues a mission to provide access to quality early care and education to all children. We offer places and programs that are models for comprehensive services for children and their families. Our commitment to enrich and expand the lives of children in South Hampton Roads is driven by the following goals:

    1. Children's Harbor (CH) provides affordable, family oriented, developmentally appropriate and accessible quality early care and education programs to all children and their families regardless of socio-economic background.
    2. Children's Harbor (CH) advocates for children's rights, family development, and the highest standards in the early care and education (ECE) industry, including continuous professional development and a worthy wage for teachers.
    3. Children's Harbor (CH) generates revenue as a provider of high quality programs through the delivery and promotion of its services to meet the needs of the community, families and individuals.

  • History:
  • Children's Harbor is a comprehensive early childhood program operating in the South Hampton Roads (SHR) area since 1911. In 1923 the corporation, a Ā§501(c)(3) agency, became a certified member of the United Way of South Hampton Roads (UWSHR). From its modest beginnings as one small child care facility, the agency has grown to currently operate four model early care and education centers; a USDA Child and Adult Care Food Program (CACFP)that provides nutrition training and financial reimbursement for approved meals and snacks; a Community Training and Professional Development Program that serves the public interest by upgrading the quality of early care and education through training and technical assistance for area ECE programs; and an Emergency fund that provides monetary assistance to maintain stability for children in ECE settings when families experience a crisis.
