  • Beyond Shelter's mission is to develop systemic approaches to combat poverty and homelessness among families with children and promote economic security and well-being.

  • Beyond Shelter was founded in 1988 in response to increasing numbers of homeless families in Los Angeles and the need for a more comprehensive approach to serving them. At the time, Beyond Shelter's Housing First approach introduced a dramatic innovation in addressing family homelessness by changing the focus of interventions from providing services in homeless shelters to directly assisting families to return to permanent housing as quickly as possible, and then delivering the services normally provided in shelter programs. Prior approaches unnecessarily prolonged homeless episodes and did not focus up front on homeless families’ greatest need: access to affordable, permanent housing. Consequently, many families remained homeless, living in shelters and often times cycling between programs, for months and sometimes years at a time. Beyond Shelter was founded in order to expedite families’ return to stable, independent housing and thus to minimize the trauma and disruptions families experienced while homeless.

    The original program was designed to work collaboratively with existing shelter programs in order to provide their clients with specialized services that had previously been missing. Specifically, Beyond Shelter provided outreach to landlords and management companies, and advocated on behalf of families in order to facilitate their access to permanent housing in the community at large. Once families were housed, the agency then provided comprehensive, home-based services to assist families to stabilize in their new housing. Through the years, Beyond Shelter has provided capacity building training, technical assistance, consulting services, and policy advocacy, in conjunction with national partners, to promote the dissemination of this model across the country. Housing First, also known as rapid re-housing, has increasingly been embraced by agencies and communities over the years, and in 2009, the U.S. Congress passed legislation (HEARTH Act) adopting the Housing First approach as the leading strategy to end homelessness nationally.
