  • Mission:
  • The mission of the Community Action Program of Rockland County, Inc. (CAPROC) is to empower low-income families and individuals to become independent and self-sufficient.

We envision being the first choice for community services for families in need throughout Rockland County. We work toward creating a community in which the inequalities that lead to poverty are eradicated and wealth, in all forms, grows exponentially.

Rather than taking a "rescue and fix" approach, our asset-based philosophy of family service delivery helps families develop their capacity to solve problems and achieve long lasting self-reliance. Our approach is informed by our guiding values of excellence, teamwork, service, efficiency and integrity.

  • History:
  • Since its inception in March 1996, the Community Action Program of Rockland County, Inc. (CAPROC) has helped thousands of Rockland County residents gain and sustain
self-sufficiency. CAPROC has earned several awards and distinctions for its development of a system of comprehensive services to assist families, adults and children in becoming productive and functional members of society.

CAPROC utilizes all available local, county, state, federal and private resources to inform, assist, and train low-income families, adults and children to enter the world of work and become responsible, engaged citizens in their communities. CAPROC is a multi-service countywide agency that empowers the people it serves using a variety of approaches in building assets and resiliency.

Our two offices are located in communities that have been identified as requiring the most hands-on assistance, but both locations are accessible along bus routes in order to maximize our service area.
