  • Our mission is: To improve the lives of those with intellectual and developmental disabilities and their families living in Cowley County; by providing educational and social opportunities while advocating for their rights, needs, and services, and supporting their full inclusion within the community they live.

  • History:
  • Cowley County Developmental Services, Inc. (CCDS) is a nonprofit community-based organization that serves people with intellectual and developmental disabilities (I/DD). Founded in 1950 by parents and concerned individuals, it became incorporated as a nonprofit in 1978. Since the closing of a state hospital in 1998, Cowley County has earned national recognition for the success of its community-based programs for people with I/DD. For the past decade, CCDS provided the leadership for these programs by ensuring funding was allocated to each individual, determining eligibility for the HCBS waiver, providing screening services, administering funds to waiver providers, and conducting quality assurance oversight. Recently the county incorporated these responsibilities into a department within their county system. CCDS had the opportunity to return to its original focus by affiliating with The Arc of the U.S., becoming a local chapter. After talking and planning with local stakeholders, CCDS’ goal is to continue to help those with I/DD live full lives by providing educational and social opportunities, advocating for their rights, needs, and services, supporting their families and helping them achieve full community inclusion. Educating the public regarding acceptance and awareness of the challenges they face is a high priority, as is adding programs currently not available. Receiving no state, local, or federal funding, all of this is made possible through grants, revenue from membership, classes, activities, and fundraising events. CCDS is run by a board of directors, has no present debt, and is housed in a building that allows for growth.
