  • Mission:
  • To transform California‚Äôs product waste management system from one focused on government funded and ratepayer financed waste diversion, to one that relies primarily on producer responsibility, in order to reduce public costs and drive improvements in product design that promote environmental sustainability.

  • History:
  • The California Product Stewardship Council was formed in 2007, in response to our growing waste from products and the overwhelming costs of waste management borne by local governments. In partnership with non-government organizations (NGOs), businesses, and individuals (Partners) across California, CPSC has created a powerful network of supporters of product stewardship, also known as extended producer responsibility (EPR). EPR policy has been well utilized around the world for 20 years and has been a challenge to get implemented in the U.S. CPSC recognizes local governments have neither the capacity nor funding to deal with toxic, disposable waste products banned from landfills nor are they the appropriate party to design and operate systems which would be more efficient and cost-effective if done by the private sector. CPSC and the other 5 product stewardship councils across the U.S. recognize product stewardship as the solution to conserving resources and minimizing our demand for landfills and incinerators while encouraging a closed-loop system to manage products at end of life which result in expansion of the private sector recovery businesses and fully utilizing valuable materials. While still a young organization, CPSC has developed an impressive record of success in raising awareness of product stewardship, facilitating multi-stakeholder workshops and events, support for other state product stewardship councils to form in New York, Texas and Vermont, and the continued achievement of EPR legislation and policy implementation in California.
