  • The mission of SWCD is to provide assistance on conservation practices and improvement of soil and water resources to all Carroll County landowners and users through educational workshops, technical assistance, on-farm visits and cost share programs to encourage good stewardship our land.

  • Overview:
  • The Carroll Soil and Water Conservation District (SWCD) serves Carroll Couny, Ohio, landowners in conservation practices to preserve soil and water resources on their land. SWCD does this by directly administering programs to assist landowners in conservation on their land and through educating the public on natural resources and agriculture in the county. We are a non-profit organization that is funded by a combination of Carroll County general budget funds that are determined on a yearly basis and matched by funds from the State of Ohio. The budget for SWCD is solely determined by the Carroll County Commissioners and all projects that we accomplish are contingent on that funding as the state will only match whatever amount the county provides.
    The vast majority of projects accomplished by SWCD relate to public education and outreach. Currently, there are programs in place that promote conservation tillage of farmland and a free service in which SWCD will write a full plan for a given landowner's property that will outline all of the conservation practices that can be put into place whether they are a farmer or not. SWCD will advise a landowner how to increase the amounts of fish and wildlife present on their land, how to conserve and maintain clean, healthy waterways, how to sustainably farm so that the integrity of the soil will be made better for future generations of farmers, and how to graze livestock in a way that has less impact on the environment. SWCD also provides equipment that give landowners the ability to use the no-till method of planting crops which dramatically lessens soil erosion in their fields. SWCD also collaborates with the NRCS to host grazing workshops that teach livestock owners how to properly graze their livestock in a sustainable manner, which decrease the amount of livestock that are confined and maintains a low impact on the environment.
    Water resources are becoming an increasingly important issue in East-Central Ohio and SWCD is currently working to educate the public on water resources and how they can best be conserved to allow multiple use by the public, the environment, agriculture, and as of very recently, natural gas extraction. SWCD conducts numerous in-school programs throughout the year to interest children in natural resources and is also beginning a large adult education campaign with other local and regional organizations to address the issue of a lack of adult knowledge on natural resources in this region of Ohio. The Carroll Soil and Water Conservation District helps people conserve their natural environment for the enjoyment of everyone, while at the same time striking a balance with the region's large amount of agriculture so that not only natural resources will be protected, but local, sustainable food will be provided and maintained at the same time.
