  • Mission:
  • CASPAR is a community-based, non-profit organization whose mission is to reduce the harm associated with substance use and contribute to a healthier community. Since its founding in 1970, CASPAR has provided prevention, intervention, treatment, housing, and other support services to approximately 120,000 adults, youths, and families affected by alcoholism and substance use. Services directly respond to a host of challenges including homelessness, joblessness, and chronic illness for all age groups ranging from newborns to senior citizens.

  • Overview:
  • As a national model for providing creative, high-impact coordinated behavioral health services, CASPAR offers a comprehensive continuum of care to Cambridge, Somerville, and Greater Boston residents of all ages whose lives have been affected by substance abuse and mental health disorders. Each year, 3,500 individuals receive emergency food and shelter, emergency medical care, mental health services, and employment and housing search assistance.

    CASPAR supports 11 distinctive programs delivered through the following services:
    •Prevention Services: Highly-targeted programs designed to reduce the devastating impact of substance abuse and mental health disorders. Prevention Services work with individuals across the substance abuse spectrum, from at-risk youth who have yet to become addicted, to elders who have suffered for many years and are living on the streets.

    •Emergency Services: Serve people in crisis 24 hours a day, 365 days a year by offering shelter, post-detoxicification, an on-site medical clinic, and outpatient clinical support services.

    •Support Services: Provide outpatient clinical support services, including psycho-social assessments, individual and group interventions, case management, structured outpatient addiction programs, peer support/navigation, employment training, and non-medical transportation.

    •Residential Services: Offer structured addiction programs for individuals with substance abuse and mental health disorders. Specialties include clinical support services, on-site individual and group counseling, support groups, psycho-educational groups, legal assistance, and referrals to support groups and social and medical services.

    •Aftercare Services: Continued support and case management services for participants who have completed CASPAR’s residential programs, providing clients with an opportunity to strengthen their recovery and gain skills to live on their own.

    CASPAR's top accomplishments from the past year include the following:

    •70% of clients in the Men's Residential program exited with employment and housing (at enrollment 82% of clients were homeless and 95% were unemployed);
    •52% of clients in the Men's Residential program successfully completed the program (compared to a 34.6% completion rate in CASPAR's Metro West region);
    •The Emergency Services Center provided 35,900 bed nights;
    •80% of clients enrolled in Employment Services completed the program;
    •CASPAR's programs maintained a 95% average occupancy rate.

    CASPAR's current goals are to:
    •Increase the Emergency Services Center capacity by 10%-15% to meet increasing demand;
    •Expand and strengthen outreach and prevention services targeted at high-risk and runaway youth, including prevention education, self-esteem training, and mobile van medical outreach;
    •Assist homeless individuals move from emergency shelters into permanent housing.

  • History:
  • CASPAR is a community-based organization founded in 1970 in response to a growing community need for substance abuse treatment. At that time, no treatment options existed other than local hospital emergency rooms for the 10% of the population affected by substance use disorders. The decriminalization of alcoholism in Massachusetts in the early 1970s, a legislative initiative spearheaded by CASPAR’s founders, reinforced CASPAR’s recognition that people with substance use disorders require treatment not punishment.

    Since 1970, CASPAR has grown from a single halfway house for men and a shelter for homeless men and women to a comprehensive array of services that provide access to people wherever they are on the substance use/abuse/recovery continuum. From street outreach to aftercare housing, CASPAR’s programs reflect a shared commitment to non-judgmental, client-centered care for men and women who struggle with sobriety.

    CASPAR clients benefit from a well-trained and compassionate staff that is diverse in terms of age, sex, disability, race, ethnicity, language, and sexual orientation. Many of them have experienced homelessness and are in recovery from substance abuse.
