  • The mission of Charleston County Human Services Commission is to serve the economically disadvantaged residents of Berkeley, Charleston, and Dorchester Counties by increasing self-sufficiency and developing strategies to promote economic independence through partnerships.

    Charleston Water Systems/Good Neighbors- Assistance with payment of water services, with a grant of $100.00 towards payment.
    General Emergency Assistance Program (GEAP)- Provides emergency assistance once a year (rental assistance, medical vouchers, general basic need assistance, emergency services, protection from violence, emergency food vouchers, food delivery to homebound seniors and the disabled, etc.)
    Low Income Home Energy Assistance Program (LIHEAP)- Provides financial assistance with emergency energy bills via grants paid directly to service providers.
    Project SHARE (SCE&G) Energy Assistance- Provides financial assistance with emergency energy bills to prevent termination for SCE&G customers.
    Summer Youth Works!: provides at-risk and low-income high school seniors and current college students with a six week paid internship at various community organizations where they develop skills through on the job training.
    Adult Education/Employability: employability training and skill development, job maintenance, career identification, work support, childcare and transportation assistance, tuition and certification assistance, GED/HS diploma assistance.
    Youth Education Enrichment: Encourages and enhances character building through workshops. Educational achievement, civic responsibility, and career exploration for the purpose of developing leadership in eligible youth. Services include free summer camp, summer school tuition assistance, and school uniform assistance.
    Asset Building: Provides low-income persons with lessons in budgeting, credit counseling, debt management, and free tax preparation to increase self-sufficiency and financial knowledge.
    Weatherization: Addresses issues with insulation, infiltration, and conducts minor repairs to homes to conserve energy.
    Affordable Housing: Builds and sells affordable housing for first-time home owners.
    New Promise Permanent Housing: Provides and obtains permanent housing for the chronically homeless.
    Rentals: Provides low income families with subsidized rental units.
    Emergency Mortgage: Mortgage assistance to avoid foreclosure (money management counseling required).
