  • Central City Concern meets its mission through innovative outcome based strategies which support personal and community transformation in the following domains:

    1. Direct access to housing which supports lifestyle change. Central City Concern provides access to several housing options for singles and families, based on personal choice and goals. These include Permanent Supportive Housing, low barrier housing for low income people, and supportive recovery housing for people with addictions and/or mental illness.

    2. Integrated healthcare services that are highly effective in engaging people who are often alienated from mainstream systems. Central City Concern provides recovery oriented systems of care encompassing the needs of people with addictions, mental illness and serious health conditions. Central City Concern services are accessible and people feel welcome and valued in our clinical settings.

    3. The development of peer relationships that nurture and support personal transformation and recovery. Most people will achieve and maintain positive lifestyle change when they are supported by peers who are also on the road to realizing a higher potential.

    4. Attainment of income through employment or accessing benefits. All people should have the opportunity to contribute to their own sustainability in the community. With legitimate income, people can pay their own way and free up subsidized resources for others in need. Employment also contributes to increased self-esteem and enhanced commitment to positive change.

  • History:
  • Established in 1979, Central City Concern is one of Portland's oldest, largest and most trusted providers of recovery-based services, including healthcare, affordable housing and employment services. To date, CCC's work has permanently transformed the lives of thousands of individuals and families through its alcohol and drug and mental health treatment and mentoring programs integrated with primary care interventions and in its wide array of supportive and affordable housing options. It has also changed Portland's Old Town from the city's "skid row" to a thriving mixed-use and mixed-income neighborhood, while helping bring down rates of drug and alcohol related crime throughout the metro area. Despite these gains, there are still many people who are not getting the support they need to become self-sufficient.

    During extensive strategic planning in 2006, CCC began examining the needs of residents in our buildings who were seemingly capable of working, but not always pursuing employment opportunities or engaging with the broader community. In response, CCC increased its programming at the Employment Access Center (EAC)for those who were physically and emotionally ready to work and developed the Community Volunteer Corps (CVC) for those who needed an interim step toward employment. Under Business Enterprises, Social Enterprise programs are unified in their mission to promote the therapeutic value in giving back to the community, the practical benefits of entering the workforce and the building of self-esteem long diminished by years of homelessness. CCC has learned that with the appropriate support, training and experience, most homeless individuals ARE eager and able to become self-sufficient contributors to the community.
