  • Community Action Partnership of Greater St. Joseph (CAPSTJOE) mobilizes resources - public and private - to implement programs that alleviate the root causes of poverty and helps families toward self-sufficiency. Today we are still guided by our mission: Helping People. Changing Lives. Engaging Communities to End Poverty. In meeting our mission, we provide services that address the full range of family needs along with programs designed to strengthen family self-sufficiency and the local economy, and develop the community's infrastructure under the guidance of community leaders.

    The following is a list of our programs:
    Community Development -
    LIHEAP (Low Income Home Energy Assistance Program) - This program provides financial assistance to low-income families with their home heading and cool costs.
    Outreach Projects - College Readiness, Strive to Arrive, Step up to Leadership Training, Poverty Simulations and other programs when funding is available.

    Housing - The affordable Housing Program embodies a full range of housing development including new, in-fill construction, and rehab projects addressing the needs of low-income home ownership and rental housing for families and seniors living on limited or fixed incomes.

    Weatherization - is a free program that assesses and renovates homes for low-income families to achieve maximum energy efficiency. Repairs include increased insulation and sealing, insulation pipes and water heaters, and tuning up or replacing inefficient appliances and lighting, and installing programmable thermostats.

    Employment and Training - the Missouri Work Assistance Program (MWA) helps individuals receiving Temporary Cash Assistance access to employment opportunities through supportive case management services. Participants may receive tuition, transportation and school and work supplies, so they can stay in school or become employed and increase self-sufficiency.

    Early Head Start/Head Start (Birth to 5 Programs) - Head Start is a free early childhood development program for children and families providing educational tools and readiness for ongoing education experiences. Services are available in our service areas for age's
    Birth to 3 in Buchanan County only and children 3 to 5 years of age in Andrew, Buchanan, Clinton and DeKalb Counties. Birth to Five Head Start provides education, family development and family goal setting. Head Start also provides social and emotional support, mental health observations, health screenings and nutritional health services to those enrolled.

  • History:
  • When President Johnson toured the Appalachia in 1965, he was stunned by the suffering brought about by dire poverty. That year, a national network of Community Action Agencies (like ours) was born to fight poverty at the local level. In 2012, more than 16,000 low-income individuals came through our door asking for help. Our vision is "a community committed to ending poverty," and we partner with area businesses and organizations to break the cycle. Together, we're moving people out of the hopelessness, chaos and isolation of poverty.

    Education, we believe is the antidote to poverty, and Community Action Partnership is striving to remove every possible barrier toward a child's learning and a family's success. Established in 1965, we are a private, non-profit 501(c)3 agency with nearly 50 years of service to families in poverty in Northwest Missouri. Our client base is the 16,000 individuals living in poverty in Andrew, Buchanan, Clinton and DeKalb Counties. We strive not just for a "hand out," but a "hand up" that teaches families to be leaders in their journey out of poverty.

    In addition, the federal government requires .25 match per every federal dollar received, either in cash or in-kind donations. Private donations are the only source of funding for new books and classroom supplies that the teachers know from first-hand experience would be effective learning tools and resonate well within their individual classrooms.
