  • Mission:
  • Children's Bureau is committed to providing vulnerable children -- especially in the early years -- the foundation necessary to become caring and productive adults by: preventing child abuse and neglect; protecting, nurturing, and treating abused children; enhancing the potential of families and communities to meet the needs of their children; and advancing the welfare of children and families through superior programs in foster care, adoptions, child development, parent education, mental health, research, and advocacy.

  • History:
  • In 1904, moved by the plight of exploited and unprotected children, community leader Mrs. E.K. Foster founded Children’s Bureau. Children’s Bureau has demonstrated itself to be a leader and innovator of child welfare services. In the 1920s, the agency became one of the country’s first professional foster care providers and was also a vital partner in establishing the Community Chest, a precursor to United Way. A decade later, we played a key role in establishing the USC School of Social Work. Throughout our history, Children’s Bureau has housed homeless and abused children in shelters, initiated adoption services for refugee and war orphans, offered child day care services as more women entered the workforce, provided group-home care for children who could not be helped through normal foster care, and initiated in-home counseling and parent education classes..

    Today, Children’s Bureau focuses on child abuse prevention, foster care and adoption, and mental health treatment services. About 96% of our families live at or below the poverty level, and our client population reflects the diversity of the communities we serve: 73% Latino, 8% Caucasian, 13% African American, and 6% Asian Pacific and other ethnic groups.
