  • The Highlands Chapter of the American Red Cross is submitting this proposal letter to apply for funding from South River Electric Membership Corporation to support our Disaster Response and Preparedness Program.
    We are the local chapter of the American Red Cross headquartered in Fayetteville, NC and cover the counties of Cumberland, Harnett, Hoke, Bladen and Sampson. The American Red Cross is unlike any other organization. We are the only charity mandated by Congress to respond to disasters yet we receive no government funding to accomplish our goals. We respond 24/7, 365 days a year when called whether there is a large scale disaster such as a tornado or a smaller scale event such as a single family home fire. We stand side by side with national, state and local agencies (FEMA, fire department, etc.) to provide for the welfare of those impacted but our mission is accomplished through the power of our volunteers and the generosity of our donors.
    Our services during a disaster are essential, irreplaceable and unduplicated in the communities we serve. We coordinate volunteers to be on call to provide immediate disaster relief assistance. We are the first responders (within 2 hours when called) to get victims on the road to recovery by meeting their basic needs, such as food, clothing, shelter and emotional support. Our services reduce the harsh physical and emotional distress that prevents people from meeting their own basis needs and returning to their normal daily routine. Response is only the tip of the spear. It takes preparation, resources, and infrastructure to be able to respond every day throughout the year. We accomplish this with a small paid staff (4 people) and hundreds of volunteers who are trained and on call to respond. We are a very efficient and effective organization because we highly leverage our resources and use them wisely. The Highlands Chapter team is comprised of 98% volunteers and 91% of donated dollars directly support client services.

  • History:
  • The American Red Cross was founded in 1881 by Clara Barton. As she tended to the wounded on the Civil War battlefields, she had a vision of an organization that would provide relief and alleviate suffering beyond the battlefield, an organization that responded to disasters during peace time. Less than a month after founding the organization, Ms. Barton led a relief team to aid victims of a massive Michigan forest fire. From that moment, Americans had an organization they could depend on with food, clothing, shelter and comfort following disasters.

    In 1905 Congress mandated the Red Cross to respond to disasters and we are still accomplishing this task today.
