  • Mission:
  • To assist people with disabilities in realizing maximum personal growth and development in home, work and community by providing a continuum of individualized services and supports in settings least restrictive for the needs of the individual. As an adjunct to these services, whenever possible, BRS will serve the similar needs of the general community by providing services in non-segregated community based settings which emphasize the integrated inclusion of people with disabilities into all areas of life which are enjoyed by members of the community.

  • History:
  • Blue River Service’s motivation to provide community services is rooted in the agency’s beginnings – forged in 1959 by six families that wanted to provide education to their children after the schools deemed their children as “uneducable” because of “physical disabilities and mental retardation”. Six families joined efforts to begin a private school, which was first housed in the Conservation Building in Palmyra, Indiana. At the end of three years, 31 students were enrolled in the five-room Crusade School.

Over the years, services grew beyond the historical mission to now meet the needs of individuals with disabilities, youth and seniors, to address any barrier to independence within the communities served. Five concepts act as guideposts for this attainment including normalization, empowerment, integration, inclusion, and independence. The people of BRS work to ensure that all services maximize the potential of each person receiving services to attain a quality of life. For 55 years, Blue River Services has offered an array of services to meet the needs of children and adults in Southern Indiana. Services cover a wide spectrum of needs across all ages – from infant to seniors, and all levels of ability– from most restrictive to least restrictive, through all areas of life. Blue River Services strives to reach the motto of “People Serving People” by providing exceptional services to those in Southern Indiana with developmental disabilities and the public as well.

In FY 2000, BRS developed a Housing Department. Over the past 14 years this Department has grown extensively and now offers affordable housing for senior citizens, families and special needs populations as well as transitional housing for domestic violence victims.

In June, 2012 BRS opened the doors to the Stepping Stone Apartments facility. In 2010, nearly 28,000 young adults left the foster care system to live on their own as legal adults. Between 27 and 44 percent of the documented homeless are adolescent females who have been or will become pregnant. Surveys completed in recent years also demonstrate that approximately 14 percent of the people who experience homelessness each year in our communities self report that they also suffer from serious mental illness. Studies document that 25 to 30 percent of these youth did not graduate from high school or obtain their GED and will likely become incarcerated at some point in their lives. Their situation only becomes more complicated when these young adults attempt to find employment to better their circumstances. Job prospects for young "transitioning" adults are limited and complicated. Filling out job applications, going on an interview, and finding a job is difficult. Obtaining affordable housing, setting up a bank account, and dealing with the day to day struggles of life along with that job search can make life very overwhelming. BRS is working with these young adults to make these new transitions successful and assisting them in becoming productive and contributing partners in today's society. Stepping Stone Apartments was established to create the foundation these youth need.
