General

  • Mission:
  • We are a statewide policy and advocacy organization dedicated to improving the health and well being of low income Californians by increasing their access to nutritious, affordable food.

  • Overview:
  • We envision a healthy and food-secure California where two conditions are met:

    • All Californians have physical, social, and economic access to the foods necessary for a nutritious diet; and
    • Healthful foods are predominant, affordable options in all environments.

In this vision for the future, CFPA will initiate and incubate innovative policy solutions. We will bridge the anti-hunger, nutrition, and health movements and facilitate solidarity between them. Our work will advance social equity and mitigate poverty.

In this vision for the future, all Californians benefit from optimal health and well-being across the course of their lives.

We advance our vision through advocacy in three core programs areas: 1) Child Nutrition 2) CalFresh and 3) Food Environments.
Child Nutrition: Over 3 million children are eligible for free or subsidized breakfasts, lunches and afterschool meals at school and nearly one million preschoolers are eligible for nutrition through WIC and child care in the community. These resources help reduce food insecurity and improve nutrition. CFPA does not operate or administer these programs; instead, we advocate for policies that: 1) Maximize participation in these programs, and 2) Improve the quality and appeal of the foods offered
CalFresh: 4 million low-income people in California participate in CalFresh bringing $7 billion a year in nutrition into the state. At the same time, another 4 million people are eligible but not participating in CalFresh. As with Child Nutrition programs, we do not operate or administer CalFresh; we advocate for policies that: 1) Remove barriers to CalFresh participation and access and 2) improve the nutritional quality of CalFresh purchases.
Food Environments: We advocate for policies that increase access to healthy foods and decrease access to unhealthy food in specific, targeted environments

  • History:
  • Founded in 1992, California Food Policy Advocates (CFPA) is California's only statewide nutrition policy and advocacy organization focused on the health of low-income Californians. CFPA has its main office in Oakland, maintains an office in Los Angeles, and has staff in the Central Valley and San Diego. Our work has evolved over the last 20 years. CFPA's roots are in the anti-hunger movement. Our initial work focused on preventing hunger and food insecurity among California’s diverse low-income population by bringing the benefits of the federal nutrition programs to as many Californians as possible. CFPA continues to maintain a food insecurity focus and continues to advocate the leveraging of federal nutrition resources. However, over the last decade, CFPA has raised expectations that the federal programs do more to improve health and nutrition in California. Our work now involves an increased emphasis on the nutritional quality of foods offered through the programs. In addition, CFPA has taken steps toward employing broader environmental approaches to improving nutrition and health in the child care and school settings. CFPA remains committed to ensuring that the most vulnerable Californians have access to nutritious and affordable food.
