  • Coastal Horizons Center, Inc. promotes choices for healthier lives and safer communities by providing a continuum of professional services for prevention, crisis intervention, sexual assault victims, criminal justice alternatives, and treatment of substance use and mental health disorders.

    As a part of Coastal Horizons Center, Inc., the mission and specialty of the Open House Emergency Youth Shelter & Residential Services is to ensure the safety of abused and/or neglected, runaway, homeless, and otherwise at-risk youth by providing 24-hour emergency access to basic shelter, food, and clothing necessities, for youth in crisis.

  • Overview:
  • Open House Emergency Youth Shelter & Residential Services offers direct access to safe shelter for homeless, runaway, street, abused, neglected and otherwise at-risk youth in crisis, 24 hours per day, 365 days per year. Emergency shelter for 21 days or less is available for at-risk youth ages 6 through 18. Residential care services are available for youth in custody of the Department of Social Services for as long as they need a safe place to stay, until their 19th birthday. Open House Emergency Youth Shelter & Residential Services is licensed through the North Carolina Department of Health and Human Services - Division of Social Services. The Division of Social Services biennially monitors and reviews the program to ensure compliance with all local, state and federal guidelines. Referrals for service are made by: Departments of Social Services, Juvenile Court, law enforcement, parents, youth self-referrals, mental health, schools and other community youth-serving organizations and agencies.

    With the overarching goal of providing a safe and secure living environment for youth in crisis, the program strives to improve the overall health and well-being of every youth that accesses Open House services. This includes emotional and mental health, in addition to physical health. This holistic approach to serving youth has yielded astounding outcomes within the past year alone. Regarding reunification with family at discharge, the program has had a 98% success rate when reunification was the case plan. Additionally, youth who entered the program with close-to-failing grades were able to bring up their grades to passing and, in some cases, straight A’s while residing in the shelter. In fiscal year 2013-2014, Open House provided 155 hours of health and wellness activities for youth in care. In the current fiscal year and in coming years, Open House would like to double that amount. Furthermore, the Clinical Supervisor of the program, a Licensed Clinical Social Worker Associate provided over 329 hours of free clinical counseling and 816 hours of clinical supportive services to youth and families within the past 12 months. If awarded, these funds will assist Open House in providing even more opportunities for youth to become mentally and physically healthier, and allow the program to achieve even greater outcomes in serving youth in crisis.

  • Coastal Horizons Center, Inc. celebrates 44 years of operation this year and currently provides services in fifty-three counties in North Carolina. Coastal Horizons Center, Inc. programs serve as best practice models in each area of specialty.

    Open House has been serving youth and families in the community since 1972. In 1978, Open House became a federally funded Basic Center Program, and has received funding through the Federal Administration for Children and Families through September of this year. Additionally, Open House has maintained a license for emergency foster care and residential services for more than three decades.

    Open House was established in the early 1970's when it became apparent that there was a need for comprehensive and competent services for at-risk youth in the community, based on a high volume of young, troubled callers on a local crisis hotline. Open House, initially a walk-in clinic for teens, combined services with the very crisis hotline that precipitated it's genesis, and became a licensed Crisis Intervention Center in 1974. Since the 1970's, the program has expanded services to become a licensed foster care facility for both emergency shelter as well as long-term residential care.
