  • CAPA exists to break the destructive cycle of child abuse and neglect by equipping parents, children and their caregivers with necessary skills, knowledge and values.

  • CAPA believes that all children deserve to be loved, nurtured and kept safe from intentional and unintentional harm.

    We offer abuse awareness and prevention education to elementary students, adolescent pregnancy prevention, Triple P parenting programs, Cribs for Kids/safe sleep education, parenting support groups, and mandated reporter training. In addition, CAPA operates the Open Arms Children's Home for children removed from their caregivers due to allegations of abuse and/or neglect. The home is a 4,600 sqft, 15 bed facility staffed 24 hours a day for residents aged birth to 21. Since opening in 1985, over 2,100 children have been placed in our Open Arms.

  • History:
  • In 1976, in response to the passage of the Child Welfare Act, each state was required to appoint a committee to determine how the state responded to the issue of child abuse and neglect. A Beaufort County social worker was appointed the committee to study the issue. As a result a
    multi-disciplinary team with representatives from many area agencies was formed and identified many prevention services that were badly needed for families. A volunteer-based group was formed and called the Beaufort County Citizens Committee for the Prevention of Child Abuse.
    Volunteers were recruited and two programs were began, a weekly Parents Anonymous Group and Welcome Baby, a hospital visitation program at Beaufort Memorial. The need for a children’s shelter was mentioned as early as 1976. In 1981, the group was officially chartered and incorporated as the Child Abuse Prevention Association (CAPA), a tax exempt agency (Internal Revenue Service 501c3).
    The shelter was opened in March, 1985 and accepts victims of abuse and/or neglect from the 14th Judicial Circuit and other Low County counties as space is available. The shelter is an emergency facility that provides quality out of home care to and seeks to keep sibling groups together, offering comprehensive case management and advocacy services for youth from birth to 21 years of age.
    In 2012, the Open Arms Shelter was upgraded to a Level 1 Group Home. While still accepting emergency placements, we are now able to house children for longer periods of time.
    CAPA has continued to grow into a viable community program whose primary mission is the prevention of child abuse.
