  • The mission of Broken Connections, Inc. Basic Center Program (BCP) is to provide emergency shelter, food, counseling and aftercare services to runaway, homeless and street youth between the ages of 14 through 18 to ultimately reunite the family and help them achieve economic stability.
    Broken Connections, Inc. (BCI) Basic Center Program (BCP) goals include:
    • Alleviating the problems of runaway & homeless youth (RHY) through age 18 in East Cleveland;
    • Reunite youth with their families and to encourage the resolution of intra-family problems through counseling or other services;
    • Strengthen family relationships and to encourage stable relationships for youth; and
    • Help youth decide upon a constructive course of action.
    The program will be focused on preventing runaway episodes, reuniting families through counseling intervention, providing on-going services to maintain stability in the family system.

  • Overview:
  • Finn and Davey Crockett fled their abusive fathers to find adventure and employment. While some youth today also leave home due to abuse and neglect, they often endure far more negative outcomes than their romanticized counterparts from an earlier era. Without adequate and safe shelter, runaway and homeless youth are vulnerable to engaging in high-risk behaviors and further victimization. Youth who live away from home for extended periods may become removed from school and systems of support that promote positive development. They might also resort to illicit activities, including selling drugs and prostitution, for survival. Once on the street, young people face the reality of hunger and poverty that in turn produces behavior and qualities they want to change such as prostitution and survival sex, poor nutrition and health, mistrust and manipulation of helpers, and violence. Many of these youth walk a microscopically thin line from being adjudicated delinquent and incorporated into the criminal justice system. With few real opportunities to generate an income that will feed, clothe, and shelter them, young people often turn to illegal means or become exploited in attempts to provide for their basic needs.
    East Cleveland, Ohio is the area for which this proposal is being submitted is characterized with a myriad of socioeconomic problems such as homelessness. Formerly the home of renowned millionaire John D. Rockefeller, today East Cleveland is plagued with poverty, unemployment, high crime rates, aging housing stock, and poor real estate growth. Once upon a time East Cleveland was a budding village created as a home for the “select society”. For 25 years, the three square mile city has been the most troubled community in greater Cleveland. Today, East Cleveland is in Fiscal Emergency and does not have the capacity to address the issues of homelessness in their community. The City has inventoried needs in public facilities, infrastructure, public services and economic development at an estimated cost totaling $594 million over 5 years. More than $5 million is needed for public services, including senior citizen services, youth services; mental health and substance abuse programs. An estimated $6.5 million is needed for employment training and $1.3 million for crime awareness, fair housing, tenant landlord counseling and health services. The East Cleveland School District in 2011 to 2012 have been the lowest performing district in Cuyahoga County and the State of Ohio meeting only 2 of the 27 state proficiency standards. High illiteracy rates and lack of after school activities makes East Cleveland’s youth fall victim to mischievous activities, drug abuse and teen pregnancy.

    Broken Connections, Inc. (BCI) has been providing housing and supportive services to the homeless youth and their families in East Cleveland since 1996 and is a critical link in the City of East Cleveland’s pursuit to eradicate homelessness. For the past 19 years BCI has been part of the hope in East Cleveland that has transformed the lives of drug addicts and alcoholics and changed them into productive citizens. BCI is the “One-Stop-Shop designation for the brokering of goods and supportive services to homeless youth. Without BCI the city of East Cleveland will have no other resources.

  • History:
  • BCI was established in April of 1996 out of a need to assist homeless individuals and families move toward sufficiency. BCI BCP is a place where families can be re-connected. The Founder and Executive Director established a community-based process for the City of East Cleveland to help identify the needs of low-income families, women, men, senior citizens and youth. BCI will continue to address the City’s lack of social service programs through the collaborators that are already in support of BCI programs. BCI ultimate goal is to create an approach that seeks to prevent poverty, integrate low-income families back into society and overall limit the number of homeless youth living on the streets of East Cleveland. BCI BCP utilizes a community based group home model to serving runaway and homeless youth. A community-based group home is a congregate care housing model for young people under the age of 18. This model allows BCI BCP to provide emergency housing services to four (4) and not more than 20 youth at a time for up to 21 days. Although, often associated with foster care, juvenile justice, and for young people who cannot be reunited with their families, however, the model emphasize family style living in a homelike atmosphere which helps youth admitted into the program feel at ease. Typically, group homes have shared living spaces with staff taking the primary role in cooking and housekeeping. The model use existing community services, but also provide supervision by staff who are scheduled in shifts to cover 24 hours but do not live on site. The advantages of a community-based group home model include the provision of supervision and social contacts. It may seem more “normal” than living alone and can provide an open community experience. A well-managed community-based group home can provide a young person a stable home and family-like environment with connections to dedicated and caring staff when they live in the same home over longer periods of time. BCI BCP has extensive experience in working with homeless and runaway youth. BCI BCP has a minimum of two staff people available for supervision and intake on each shift and a supervisor is always on call seven days a week. As a routine staffing plan the first and second shifts are staffed with Program Director, Case Manager or Residential Manager and if needed one Youth Care Worker. The midnight shift will always have one staff on duty. On call staff is called in when the staff to youth ratio exceeds 1:10. BCI BCP has established service linkages at the county and local levels which have greatly benefited the youth and families requesting and receiving services through the agency. Locally, the agency is affiliated with the following agencies: the Cuyahoga County Department of Children and Family Services, Cuyahoga County Juvenile Court, the Cleveland/Cuyahoga County Consortium of Homeless Assistance Providers, the East Cleveland School District, Victory Center for Youth, East Cleveland Domestic/Family Violence Program, the East Cleveland Police Department, Northeast Ohio Neighborhood Health Services (NEON), and Berea Children’s Home (BCH). BCI BCP will be working with the local school district and local universities to recruit a diverse staff by becoming a volunteer placement site and accepting two field placement students from Case Western Reserve and Cleveland State University. BCI BCP conducts its outreach efforts directed towards community, youth, and parents. The outreach efforts by BCI BCP staff have been a vital part of taking the message and services of the program to the general public so more runaway and homeless youth can be served. BCI BCP has trained staff available 24 hours a day to provide crisis intervention and assessment services by phone or face to face. The crisis intervention and assessment services are designed to determine the immediate needs of the family and quickly connect the family with the needed services. The crisis assessment can occur at the runaway shelter, the home setting, the school or any other community site. The crisis intervention and assessment process when completed works to stabilize the crisis situation, prevent runaway episodes, determine youth eligibility for intake and placement, and assist families with referrals for additional resources.
